As has been said, WCS need changing in a way that doesn't affect carebears, but makes them bad for PVPers. I think making them med slot is the way to go, personally. PVPers need their med slots, while it frees up low slots for haulers to pack in ...

All PVP taken into account, I'd say interceptors. Fleets usually have a few amongst the battleships and inty gangs are not exactly rare. Flying in an inty gang is lots of fun too :)
